Fire Risk Assessment
The Management of Health and Safety at Work Regulations (1992) state that employers must carry out an assessment of the risks to the health and safety of their employees, the Fire Precautions (Workplace) Regulations (1997) extended this risk assessment to include fire related risks specifically. An employer with five or more employees also has a legal duty to record these findings. The Fire Precautions (Workplace) Regulations are now in full force. The Government is also busy implementing a new Fire Safety Regime during 2006. No doubt by now you must be aware that every employer must undertake a fire risk assessment and where five or more persons are employed this must be written and documented. These requirements include: Documenting and recording any significant findings of the fire risk assessment by a suitably trained and competent person. The provision and aintenance of firefighting and fire detection equipment. The provision of adequate means of escape in case of fire. The provision of adequate emergency lighting of escape routes. The production of an effective fire action plan. The training of all staff - fire safety awareness. The maintenance and recording of all provisions. Warning: Failure to comply with the Act is an offence! Under the new Fire Safety Order, the Fire Authority will no longer issue fire certificates for premises. The responsibility for fire protection will lie with the responsible person owner, employer, or Landlord, etc) of the premises. The 'owner' will be responsible for carrying out a fire risk assessment and to then make the changes identified. The role and direction of the Fire Brigade's activities will change with the adoption of a 'policing' role on workplaces similar to that exercised by the HSE Inspectors, where they will use your own self assessment of fire risks as their starting point.
